This submission is in response to the NSW Environment Protection Authority’s (EPA) draft report Changing Behaviour Together: NSW Waste Less, Recycle More Education Strategy 2015 – 2017 and has been prepared by the Western Sydney Regional Organisation of Councils (WSROC) in accordance with the views of the ten councils participating in the Western Sydney Regional Waste Strategy (Auburn City Council, Blacktown City Council, Blue Mountains City Council, Fairfield City Council, Hawkesbury City Council, Holroyd City Council, Liverpool City Council, Parramatta City Council, Penrith City Council and The Hills Shire Council). |

A number of councils in Western Sydney recycle electronic waste collected through their local government collection systems under the National Television and Computer Recycling Scheme (NTCRS). Collection systems in the region include drop off sites at council facilities and council organised collection event days, as well as referral to collection sites operated by co-regulatory arrangements under the scheme. Our councils are supportive of the initiative to recycle television and computer waste under a product stewardship arrangement, but are eager to see improvements to the delivery of this scheme to ensure councils have reliable access to recycling under the NTCRS. |

The proposed airport represents a long-term waste generating source in the western Sydney area. Stage 1 of the proposed airport involves the initial construction and operation phases, with construction giving rise to the largest volume of waste in the short term. As leaders in waste management in the western Sydney area, western Sydney councils wish to ensure that there is an adequate consideration of the waste impacts that may arise from the proposed airport, in particular those that would have the potential to affect local government and its services. |

The NSW Government has committed to the introduction of a NSW Container Deposit Scheme (CDS) that will help the state achieve its target to reduce the volume of litter in NSW by 40% by 2020. The NSW WARR Strategy also sets targets to: increase recycling to 70% and; divert 75% of waste from landfill by 2021. |
