This document outlines the response of the Western Sydney Regional Organisation of Councils (WSROC) and its members to the proposals within the Endeavour Energy Electricity Distribution Price Review (EDPR) for the 2019-2024 period.

WSROC strongly endorses the inclusion of explicit reference to both ‘health and wellbeing’ and ‘community resilience’ measures in the revised draft Environmental Planning and Assessment Amendment Bill 2017.

Public lighting is an essential public service which councils are legally responsible for providing to the community under the Roads Act (NSW) 1993 and Local Government Act (NSW) 1993.

It is recommended that any changes to the standard format of DCPs, ensures that the issue of waste management is elevated as a consideration in the planning and development process.

WSROC conditionally supports the adoption of the proposed Design Guidelines on the basis that further consideration be given to ensuring new developments will provide high level urban design, protect local residential amenty, and are designed in a way that allows them to be adequately supported by council infrastructure and services; particularly waste services.
