Under the Local Government Act 1993,
all councils in NSW are required to produce an annual State of the
Environment (SOE) report. A comprehensive report must be prepared
at least every 4 years, while the during the intervening years supplementary
reports may be produced.
Although the legislation outlines what topics should be included
in SOE reports, the format the report takes and the indicators used
are largely up to the individual council. In many cases the way
information is presented in SOE reports is the result of consultation
with the local community.

SOE Reports are the primary method
that councils use to communicate environmental information to the
community. They are also an important method of reporting within
councils.
The SOE report will include information on water. There is usually
a chapter dedicated to water in most SOE reports. This chapter typically
covers a range of water issues related, including water quality
monitoring.

Core Indicators for Reporting on the State of the Environment |

The ANZECC SOE Reporting Taskforce has
developed a set of core indicators that can be used in Commonwealth,
state and local government reporting. Use of these core indicators
will facilitate better reporting across these different jurisdictions.
In relation to WQM, core indicators have been developed for groundwater,
surface water, aquatic habitats, estuaries and the sea. Details about
